| The National research firm Public Opinion Strategies recently conducted a survey of 500 likely Oregon voters to assess views on the issue of climate change and to gauge support for the basic principles of policy measures like the proposed cap-and-trade system in the Lieberman-Warner Act (a.k.a. the Climate Security Act -- legislation that was recently defeated last week in the U.S. Senate, but marked a step forward on national climate policy.) The survey, which presents ... |

Against cap-and-dividend Peter Barnes' carbon policy proposal would not spur the economic changes we need |

| This is a guest essay from Jim Barrett, an economist and Executive Director of Redefining Progress. ----- I should preface by saying that I am a fan of Peter Barnes. He's an emeritus board member of Redefining Progress. He's a smart and thoughtful guy. But I'm not a fan of his cap and dividend idea, mostly from an economic perspective. First, the idea that a price on carbon would be transformative, and that we should do that first and then come in with other ... |

| The carbon tax camp lost a powerful congressional voice yesterday when Rep. John Dingell (D-Mich.) announced he was taking 'off the table' the hybrid carbon tax proposal he floated last fall that featured a national carbon fee, supplemental increases in taxes on gasoline and aviation fuel, and a reduction in the mortgage interest deduction for super-large houses. In a prepared statement, the Michigan lawmaker, who for much of his 54 years in Congress has chaired th ... |

Cap-and-caulk How smart climate policy can cut our energy costs |

| True confessions: I love weatherstripping. And programmable thermostats. And insulation -- all kinds. Oh, and efficient shower heads with 'Navy shower' shut-off valves. And high-efficiency appliances. And waste-water heat recovery systems. You get the idea: I actually enjoy the process of making buildings more energy wise -- enjoy as in, 'Yippee, it's Saturday! Where's my caulk gun?' So today's topic is especially near to my heart: the role in climate policy of low-inco ... |

Cap-and-trade and fairness for working families A second opportunity to make climate pricing fair |

| Climate policy offers an enormous opportunity not only to undo our fossil-fuel addiction and build a stable energy future, but also to reverse the natural unfairness of climate change itself. I've said it before: energy prices are going up no matter what, with or without climate policy. But smart policy can turn rising costs into broadly shared benefits. It can shield working families, fund a shift to a clean future of new technologies, compact communities, and a tr ... |

Peter Barnes' cap-and-dividend plan is fatally incomplete An effective climate plans needs to incorporate intelligently regulated energy efficiency standards |

| Andy Revkin at the NY Times has given a lot of ink to the cap-and-dividend plan (see here and here) by Peter Barnes, a founder of Working Assets. Revkin says Barnes 'has long studied various bills and proposals for cutting emissions of carbon dioxide to limit global warming. He sees fatal flaws in every one.' I don't see any fatal flaws in either Obama's plan or Mrs. Clinton's -- they are both terrific and comprehensive, unlike Barnes'. His goal is the same as their ... |
