The home-improvement behemoth hopes the new program will keep the bulbs, which contain a small amount of mercury, out of household trash and recycling bins. By next year, the company plans to redesign its 20-ounce bottle to use 5 percent less plastic, and will open a gigantic recycling plant in South Carolina.
