Moyers talks to Boxer

| Wow, you kinda forget what good TV journalism looks like until you watch Bill Moyers. He makes the cable babblers look like children. Don't miss Moyers interviewing Barbara Boxer on the flame-out of the Climate Security Act. She's really quite good on this, but in the end, as much as I kind of regret saying it, I'm just not sure she has the centrist credibility to sell this program. It's not fair, but optics are optics, and D.C. is a shallow, silly place. |

So, what now? What we learned from the stymied Climate Security Act, and what comes next |
Kate Sheppard |
12 Jun 2008 |
Gristmill |
| After months of engine-revving, the Lieberman-Warner Climate Security Act sputtered to a halt in the Senate last week. Now attention has turned to what was learned -- or wasn't -- and how things might play out the next time a climate bill makes it this far. Despite what looked from the outside like an unproductive and anticlimactic week of grandstanding and delays, the bill's sponsors emerged from the experience claiming sunny optimism about the future. 'It ... |

| The debate over the Climate Security Act bill has made that clear trillions are at stake in global warming legislation. No surprise, then, that the Senate power brokers don't want Barbara Boxer's (D-Calif.) Environment and Public Works committee to have the only say on who gets what. E&E Daily ($ub. req'd) has the story of how the climate bill is likely to have a much longer and far more tangled journey next year:Next year's Senate climate debate is shaping up to b ... |

| Environment and Public Works Committee Chair Barbara Boxer (D-Calif.) wrote an op-ed in today's San Jose Mercury News on the failed Climate Security Act that she championed in the Senate. In it, she argues that last week's vote was an important advancement. '[O]ur strong vote proves that we are moving in the right direction,' she writes. She also notes that other landmark environmental laws took quite a bit of time to pass: Our generation has been handed a tremendou ... |

| Here's an article out today from Roll Call ($ub. req'd), which has been covering Congress since 1955:In the heat of Monday afternoon, Senate Environment and Public Works Chairman Barbara Boxer (D-Calif.) fumbled with her kickoff speech on global warming legislation as she tried to wax poetic about the need to save the planet, and the United States, from environmental disaster. Boxer couldn't find parts of her speech -- Sen. John Kerry (D-Mass.) leaned in to help at ... |

| Sens. Barbara Boxer (D-Calif.) and Joe Lieberman (I-Conn.) hosted a press conference in a park outside the Capitol this afternoon to rally support for the Climate Security Act. Standing on a podium alongside other senators as well as reps from several green groups, religious organizations, labor unions, and businesses, Boxer called the bill 'long overdue.' Lieberman noted that climate change is 'another one of those challenges where the people are way a ... |

Barbara Boxer (D-Calif.) is pretty jazzed about this statement of support for the Lieberman-Warner Climate Security Act that Al Gore released today: I want to commend Senator Boxer for her leadership of the Environment and Public Works Committee. Thanks to her vision and dedication, we have the first global warming bill in history that is comprehensive, bipartisan and that enjoys support across the country -- from labor and agriculture to the business and the e ... |

| Sen. Babara Boxer, chair of the Environment and Public Works Committee and the floor manager of the Lieberman-Warner Climate Security Act, gave the Democratic radio address on Saturday. Just around the Warner Lieberman-Warner climate bill hitting the Senate floor |
Kate Sheppard |
02 Jun 2008 |
Gristmill |
| After months of hearings, haggling, and revision, a climate change bill will reach the floor of the Senate this week. The showdown over the Lieberman-Warner Climate Security Act (CSA) marks the first time the full chamber has focused on a dedicated piece of global warming legislation since 2005, when the McCain-Lieberman climate bill was voted down for a second time. Sen. John McCain played a starring role in that episode. But it seems if he can't be the star, he ... |

Boxer bill update Probably no U.S. CO2 emissions cuts from new Lieberman-Warner bill until after 2025 |
Joseph Romm |
28 May 2008 |
Gristmill |
| I made a mistake about the Boxer substitute for the Lieberman-Warner bill. Every year, it allows enough offsets into the market to cover 30 percent of the total quantity of emissions allowances. I had said it was 15 percent, which was a loophole the size of the Gateway Arch. How big a loophole is 30 percent offsets? Wait and see. I had said the three offsets -- domestic, international, and international forestry -- could make up 15 percent of allowances because the ... |

Would Boxer's bill cut CO2 emissions by 2020? If cost-containment mechanisms in new climate bill are exploited, emissions could remain unchanged |
Joseph Romm |
27 May 2008 |

| The short, snarky answer is 'No; Boxer-Lieberman-Warner is never going to become law.' The longer, analytical answer, which is the primary subject of this post, is 'probably not, thanks to the bill's many cost containment measures, but it would take us off the business-as-usual emissions path.' Before explaining why, let me make clear that the vote on B-L-W is purely symbolic, since it is DOA as a bill can be. Most of the media, most of the public, and most of th ... |

Lieberman-Warner dolla billz How the $5.7 trillion in Boxer's proposed amendment would be spent |
Kate Sheppard |
21 May 2008 |

| Barbara Boxer distributed this breakdown [PDF] yesterday detailing how the dolla billz will be spent in her proposed amendment to the Lieberman-Warner Climate Security Act. There are more than $6.7 trillion in carbon credit allowances and auction revenues that will be distributed over the life of the bill, and this shows where that goes. Feels a bit like Monopoly money, doesn't it? |

This is likely the version of the bill that will go to the floor. We'll post some analysis of how the bill has changed shortly, but for now, here's Boxer's entire summary (the full bill will likely be released later this week). Airport blogging Lots of important news on climate policy, hastily summarized |

| I'm at the airport, using a painfully slow wi-fi connection, boarding in about 20 min., and the 'c' key on my keyboard is on the fritz and works about once every three times I hit it. (Just what you want before a liveblogging weekend!) However, there are a few key pieces of news I need to pass along. First, today Boxer's EPW committee had a hearing with big enviro groups about the effort to pass the Lieberman-Warner climate bill. She said that Reid had cleared her to ... |

| Well, so much for enjoying Boxer's continued grilling. Early in the hearing, after one brief but blistering round of questions, she had to depart for votes on the Senate floor. She passed the gavel down to Joe Lieberman, who also had to leave, and down it went until it reached Bernie Sanders (I-Vt.), who closed up the hearing -- a brief one by Senate standards. Sanders remains the only member of the committee asking serious questions about renewable energy. He pokes ... |
