Financial Times South Asia Bureau Chief James Lamont has written a flood of environment-as-political-dialogue stories this week! (Well, only two, but that constitutes a deluge in the world of environmental peacebuilding.)

On Monday he wrote about India and China's agreement to work together to monitor Himalayan glacial melt. The potential decline in water availability from seasonal snow and glacier melt is finally seeping into the consciousness of policymakers outside the climate world, including the diplomatic and security communities. Lamont frames the step as a rare instance of cooperation in a strategically sensitive area at the center of a 1962 territorial war between the countries.

While it would be easy to make too much of such an agreement, it is a tangible recognition of the importance of the ecological unit rather than the national one. It highlights how environmental interdependence across national boundaries can force cooperation in the face of politically difficult relations.

On Wednesday Lamont used cheetah diplomacy between India and Iran as an entry point for his story on international attempts to address Iran’s nuclear proliferation threat. India is asking Iran to help reintroduce cheetahs on the subcontinent, where they are now extinct. In what Lamont said would be an "unusual" example of "high-profile cooperation" for the two countries, diplomats are arranging for talks ahead of a regional wildlife conference. This baby step in relations could be even more significant since the United States publicly acknowledged that India may be able to play an interlocutor role with Iran on the hot button nuclear program question.

While both of these developments are relatively small in the scheme of the larger strategic relationships, they are fundamentally aimed at (re)building relationships between countries by establishing patterns of cooperation where interdependence is obvious and necessary. Such efforts are just one tool in the often-neglected toolbox of environmental peacebuilding.

Iran -- the world's fourth-largest oil producer -- has threatened to cut oil exports if other nations impose economic sanctions to punish it for restarting its nuclear-power program. Some analysts say oil prices could spike to $100 a barrel if Iran stopped exports entirely. In response to this geopolitical dilemma, a handful of congressional Republicans have redoubled their efforts to ... drill in the Arctic National Wildlife Refuge. A bewildered nation can only respond: What the $%@! is wrong with these people? On Wednesday, Sen. Pete Domenici (R-N.M.), chair of the Senate Energy and Natural Resources Committee, evoked the threat of an Iran-sparked oil shock when threatening to attach an Arctic-drilling measure to a new budget bill. You will recall from the last 1,583 debates over this issue that even if drilling in the refuge started today, seven years would pass before a single drop of oil was produced. So WTF?

Iran using oil, natural gas resources to find fast friends

Much in the way the kid with the backyard swimming pool and the trampoline always manages to rustle up friends, Iran is turning to its oil and gas reserves to leverage alliances with influential Eastern nations -- and rather urgently, as it faces the threat of sanctions from the U.S. and Europe over its nuclear program. With oil prices rising and anxiety over oil supplies in fast-growing nations rising alongside, Iran's holdings -- 10 percent of the world's oil and the second-largest gas reserves -- give it increasing leverage. In addition to giving Japan better access to its oil last year, Iran has reached out to both China and India, two of the market's boomingest consumers, signing long-term supply deals. In an effort to lure its arch rival to the pool party, Hossein Kazempour Ardebili, a senior adviser to Iran's oil ministries, offers this: "Security of supplies is our bread and butter. If the United States is looking for security of supplies, Iran is an inevitable partner."

‘Copenhagen Diagnosis’ offers a grim update to the IPCC’s climate science

Afghanistan's most significant wetland area is now almost as dry as a bone, according to the United Nations Environment Programme. Satellite imagery shows that 99 percent of the Sistan wetlands, which stretch into Iran, have dried out since 1998. The main source of water to the wetlands, the Helmand River, has been flowing at far below normal levels. Ahmad Yusuf Nuristani, Afghanistan's minister of irrigation, water resources, and the environment, said today that he hoped to have $20 million to spend on environmental work this year after the country finalizes its first national budget next month. Alluding to Afghanistan's many years of war and violence, Nuristani said research by UNEP "makes it clear how conflict causes environmental destruction." He added that "continued environmental depletion and scarcity of natural resources will cause further conflict" unless stronger systems of environmental management are put into place.

Renewable energy use in the U.S. dropped sharply in 2001, according to a new report by the Department of Energy. Much of that decline stems from a drought that cut hydroelectric power generation by 23 percent, but the DOE's Energy Information Administration also found that in 2001, solar equipment was retired faster than it was replaced. The bulk of U.S. solar energy projects were started during the early 1980s, when oil prices skyrocketed due to conflict with Iran. The solar equipment from that boom is now wearing out, and there's no sign of a national rush to replace it. There are some bright spots -- for instance, the number of solar collectors, which gather the sun's heat for uses such as warming swimming pools, increased by 34 percent last year -- but the total amount of solar energy collected in the U.S. has fallen for three years in a row. Overall, the use of renewable fuel sources, including sun, wind, biomass, and hydroelectric, fell by 12 percent to its lowest level in more than 12 years; such fuel sources accounted for just 6 percent of the energy consumed in the country last year.

These days, press coverage of the Middle East is all bombs and burkhas, but Victoria Jamali is fighting a very different battle. The Iranian woman cofounded one of her country's most active nonprofits, the Women's Society Against Environmental Pollution. Now, along with colleagues at the University of Tehran, she is launching Iran's first environmental law program. U.S. environmentalists have called Jamali an Iranian John Muir. She is leading Iran's movement against severe water and air pollution (cities like Tehran must close their schools in the fall, when air pollution is most severe); against threats to the country's wildlife (such as the rare Persian cheetah); and against the general lack of environmental regulation in her society.

Toward a medically defensible energy policy

Iran is in the midst of its worst drought in 30 years, heightening problems caused by poor water management, climate change, and rapid population growth. The country's largest body of freshwater, Lake Hamoun, is now desert and 100 nearby villages are disappearing beneath sand. Drinking water is being rationed in more than 30 cities, including Tehran. Last year, with its crops failing, Iran became the world's largest importer of wheat. Inefficient water use in the country is part of the problem. About 70 percent of water used for irrigation is wasted. And in recent times, per capita water use in Tehran has been 63 gallons a day, compared to about 32 gallons in Western Europe, according to the U.N.

The wild Persian ass is struggling to avoid extinction in Iran. The animals were once common across central Asia and the Middle East, but no more than 400 of them remain today. Since the Iranian revolution in 1978, uncontrolled hunting and habitat destruction have wiped out 90 percent of the population. Ass fans are pinning their hopes on a project begun four years ago to breed the wild animals in captivity; six of the captive animals are now reproducing successfully.
