            <title><![CDATA[High drama leads to compromise at climate conference]]></title>

For more environmental news, humor, and inspiration, visit <a href="http://www.grist.org">www.grist.org</a>.<br><br><p>After days of bitter fighting and an overtime stretch filled with twists and turns and even tears, world leaders on Saturday came to agreement on a rough roadmap for developing a new global climate treaty by 2009.  The European Union had pushed for industrialized countries to commit to cuts in greenhouse-gas emissions of 25 to 40 percent by 2020, but the U.S., Canada, and Japan, among others, said no way.  The final, agreed-upon text lacks specific numbers, but says that "deep cuts" in emissions are needed.</p>

<p>The U.S. also refused to back compromise language that called on rich nations to provide more technological help to poorer ones; that move elicited boos and an impassioned plea from a Papua New Guinea representative to the U.S.: "We seek your leadership. But if for some reason you are not willing to lead, leave it to the rest of us. Please, get out of the way." Believe it or not, the U.S. then did get out of the way, changing its position and saying it would support the agreement.</p>

<p>The agreement also calls for developing nations to get credit for protecting their tropical forests, and for a special fund to help developing nations cope with the effects of climate change.</p>

<p>The "Bali roadmap" will now guide a two-year process of finding a new set of emission-reduction targets to replace those in the  Kyoto Protocol, which expires in 2012.  But the road is sure to be bumpy.  Just hours after the deal was reached, the White House expressed "serious concerns" about it.</p>

            <title><![CDATA[Bali climate meeting goes overtime, drops specific emissions targets]]></title>

For more environmental news, humor, and inspiration, visit <a href="http://www.grist.org">www.grist.org</a>.<br><br><p>The two-week United Nations climate conference in Bali, Indonesia, has gone into overtime, lasting past its scheduled end as the U.S., Canada, and Japan duked it out with European countries and developing nations in a battle over emissions targets. <a href="http://www.grist.org/news/2007/12/12/USBali/">As expected</a>, the U.S. team, led by Chief Negotiator <a href="http://www.grist.org/news/daily/2004/12/08/2/">"Snarlin'"</a> <a href="http://www.grist.org/news/daily/2005/11/30/1/">Harlan</a> <a href="http://www.grist.org/news/daily/2006/11/06/1/">Watson</a>, has successfully negotiated against specificity; the European nations agreed to drop their insistence that developed nations aim for a target of cutting greenhouse gases between 25 percent and 40 percent by 2020 in favor of continuing to simply talk about cuts instead. However, Germany's environment minister, Sigmar Gabriel, insisted the overtime haggling was good-natured, saying, "The climate in the climate conference is good." That's great, but the climate outside the climate conference isn't doing so well. Or haven't you heard?</p>

            <title><![CDATA[U.S. blocking agreement on emissions goal at Bali conference]]></title>

For more environmental news, humor, and inspiration, visit <a href="http://www.grist.org">www.grist.org</a>.<br><br><p>Defying <a href="http://www.grist.org/feature/2007/11/30/bali/">all</a> <a href="http://www.grist.org/feature/2007/12/03/bali/">predictions</a>, the United States delegation at the United Nations climate conference in Bali, Indonesia, appears to have successfully blocked agreement on specific emissions-reduction targets so far. Europe and many developing nations have called for cuts of 25 percent to 40 percent by 2020 to avoid the effects of catastrophic warming, but in the face of U.S. opposition to anything meaningful, U.N. Secretary-General Ban Ki-moon said today that setting specific targets now "may be too ambitious." The lead U.S. negotiator implied that targets, if they were allowed, might lead to -- gasp! -- actual cuts. "The reality in this business is that once numbers appear in the text, it prejudges the outcome and will tend to drive the negotiations in one direction." And we can't have that. However, U.S. state and local leaders began arriving at the Bali conference this weekend to give the world another glimpse of U.S. attitudes toward emissions cuts. Al "Nobel Laureate" Gore is also expected to make an appearance.</p>

            <title><![CDATA[U.S. and allies are, as expected, stick-in-the-muds at Bali conference]]></title>

For more environmental news, humor, and inspiration, visit <a href="http://www.grist.org">www.grist.org</a>.<br><br><p><a href="http://www.grist.org/topic/Bali_07">Bali</a> update: The latest draft of negotiations is said to still contain text saying that developed nations should cut emissions by 25 to 40 percent below 1990 levels by 2020. The U.S., Japan, Canada, and Australia are against said provision, non-binding as it is; it will likely be removed by the end of the week, as final guidelines must be unanimous. The European Union has been pushing a goal of limiting global temperature rise to 2 degrees Fahrenheit, but is highly unlikely to get that into a final document. United Nations chief Ban Ki-moon has arrived in Bali to preside over the final days, stating, "The situation is so desperately serious that any delay could push us past the tipping point, beyond which the ecological, financial, and human costs would increase dramatically." Said U.S. negotiator Harlan Watson, or at least we wish he had: "Tipping point, shmipping point! Someone bring me a mai tai."</p>
