				<p><strong>Energy has never been his strong suit</strong></p><p>I spent lots of time in MA with his appointees, first as one of the negotiators working out an interconnection standard for on-site generators, then in a standby rate case against NSTAR and in between involved in environmental rule makings and some RPS legislation. &nbsp;Suffice to say that energy was never a priority, to the point that the folks he appointed to run those depts were dangerously incompetent. &nbsp;Not in the sense that they disagreed with positions I was taking, but in the sense that they were just absent, choosing not to attend meetings, not to engage in critical issues or to punt for the most politically simple path, regardless of energy/env'tl outcome. &nbsp;I can tolerate thoughtful disagreements a lot more than I can tolerate an absence of thought entirely - and his MA energy policy was much more of the latter.<br>
