				<p><strong>There Already Is a Good Alternative - A Carbon Tax</strong></p><p>Senator Boxer and the other good actors already have a good alternative. &nbsp;It's called a revenue-neutral carbon tax and it's been discussed extensively on Gristmill. &nbsp;It's time for the "forces of Good &amp; Right" to recognize that Lieberman-Warner is only marginally better than Voinovich's bill; both pass out public money to favored industry. &nbsp;A carbon tax is best and cap-and-dividend is a reasonable alternative. &nbsp;</p>

I'm always a believer in reward over punishment.<p>
For example, the neo-Protestants (ok, "Greens") see everything in Fire &amp; Brimstone terms -- drive this car and you're going straight to Hell (Hell being a per century 6C warming trend).<p>
Yes, yes, I know it's all true (rolls eyes), but even if you know it's true and I know it's true, Carbon Prohibition is just a really grim thing.<p>
How about more positive rewards. &nbsp; How about all these "Green Billionaires" and Bonoes building some Green Apartments for regular 1st World people to live in....we need charity too! &nbsp;<p>
Here's one I thought up when at the KBAB (Kent Bicycle Advisory Board) meeting yesterday. &nbsp; They just implemented ROV (Rich Occupied Vehicle) lanes on Rte 169 -- you can cruise through traffic for a fee. &nbsp; The fee is collected electronically by RFID technlogy (liberal arts majors...cf. Wikipedia).<p>
Ok, so my idea: hook up an RFID system so that people who bicycle get PAID to do so...that's right, get people riding and give them money -- a "stimulus" to ride their bikes. &nbsp;It's effectively a C trading system. &nbsp; &nbsp;And it's better than "Mass Transit" as I found out today when I was blasted by a giant plume of diesel exhaust from the 168 bus while waiting at a traffic light (on my bike) near Kent Station...
