I believe refineries are required to buy one gallon of ethanol for every 9 gallons of gasoline for creating "gasahol" blends most states require. I have mixed feelings about this, but sugar cane produced only a few miles from a large refinery complex in La., makes more sense that corn-based ethanol shipped all the way from the midwest. Just a lessor of the evils.

Another thought: Why not lift the tarriff on imported ethanol and import sugarcane or cane-based ethanol from Cuba, via ships through the gulf? There is a direct, deep water access to a large number refineries from the Gulf at Houston and New Orleans. This would also assist Cuba in their rebuilding efforts.
