				<p><strong>So...</strong></p><p>...is this just a move by Congress representatives to get the other nations off america's back by showin' the delegates a bill that (currently) has only some (minor) chance of success, in hopes it'll appease 'em enough? &nbsp;</p><p>
Or is it a move by certain Congress representatives to show off the bill in hopes that the international community will be so pleased with the progress that the additional international pressure will help the bill pass in the Congress and the president?</p>
