Canada's Prime Minister (Stephen Harper) is ultra conservative and completely in the pocket of western oil co's...so basically Dubya Jr.  Dalton McGuinty and any other provincial leader have no choice but to battle emissions on their own as the federal idiot in charge opposes any environmental initiative.  

Way to go Dalton and it's about time for Stephane Dion.  Oh and Gore for God..
