I was working at a state air quality agency (TX) when emissions trading, netting, bubble permits, flexible permits, and offsets were invented. </p><p>
You're right the money was in the permits and standards - the lawyers and not the market trading side.</p><p>

				<p><strong>Trading sand on a beach?<p>As near as I can tell carbon markets are like a private beach where those special people admitted go down and trade sand to each other and then bill us for the transactions.<p>
It reminds me way too much of my experience with divorce lawyers. After five years and $40k in legal fees we got exactly a 50/50 split of custody and assets. The lawyers got $20k each. <p>
Does anybody else have this feeling?
