As far as I can tell is to cut budgets, then insert neocon political operatives into key positions.

They then feel out the political leanings on environment by various employees.

The employees committed to environmental protection are then targeted for dismissal.  Bureacratic maneuvering is used to acomplish this.

Eventually anyone that places professional integrity above neo-political correctness is gone.  (The real reason Valerie Plame was attacked.)
