				<p><strong>Incremental</strong></p><p>The idea of reducing fossil fuel use incrementally over 20 years to zero depends first on the cheap and easy savings, efficiency. &nbsp;Then the heavy investments in replacing actual fossil power generation, ICE vehicles, and combustion based heating can be delayed until further along in this economic recovery.</p><p>
That incremental plan is a practical one. &nbsp;Huge costly programs like building 45 new nukes? &nbsp;Not so much.</p><p>
Obama most likely understands how these policies would work. &nbsp;It would be nice to see subsidy diversion directed to a per kwh payment for energy conservation with efficiency.</p><p>
Including cogeneration and ground source heating/cooling and plugin hybrid vehicles. &nbsp;These are all efficiency gaining systems.
