...as I recall, there were accusations of poaching by the very game wardens sworn to protect 'em, back when the area wasn't controlled by the rebels.

And this war is being fought over resources, mainly a mineral needed for cell phones.  Another reason not to have one of those needless, totally annoying, environmentally destructive things.
