				<p><strong>We need carrots and sticks, both</strong></p><p>It makes sense to give rewards and incentives to companies that genuinely cut down on pollution, but that does not mean we should lower the standards for them. &nbsp;After all, even if your car passes its smog check with flying colors, you still have to have it tested again in two years. &nbsp;Why should factories and chemical plants be any different?</p>
