				<p><strong>Unsurprising, and oddly, related to CA/EPA<p><a href="http://www.bcnys.org/whatsnew/2001/1211balance.htm" rel="nofollow">http://www.bcnys.org/whatsnew/2001/1211balance.htm lists the "balance of payments" of states with the Federal Government, i.e., the difference between money paid to the US Government, and money received back. &nbsp;This was for 2000, so it's a little old, but I suspect the overall structure hasn't changed.<p>
I did a spreadsheet with:<br>
Paid<br>
Received<br>
Difference = paid - Received<br>
% Return = Received/Paid<p>
and sorted by Difference, with a few interesting states:<p>
CA -$63B, 75% &nbsp;[largest net contributor]<br>
NY -$47B, 72% &nbsp;[2nd largest]<br>
....<br>
MD +$5B, 112%<br>
....<br>
VA +$13B, 126% [<strong>largest net recipient]<p>

Also interesting is that of the 15 states that made net contributions [CA, NY, IL*, NJ, MI*, CT, MA, MN*, WA, WI*, PA, OR, NH*, DE*, VT&#125;, 9 are with CA in fighting the EPA (* aren't), along with RI, ME, MD, FL, CO, UT, AZ, NM, i.e., 17 states total.<p>
If your take those 17, of the money sent to the Federal Govt that didn't come back $290B), we paid 70%, despite being 46% of the population.<p>
There seems to be a strong correlation between states that worry about energy&amp;climate, and those who don't. &nbsp;It may well be that being well-subsidized by the rest of us helps a state ignore such issues...

<p>Save the world:  Reduce greenhouse gas emissions 5% annually.</p></p>

Anglo American Plc today said operations have resumed at five South African mines shut Jan. 25 because of power shortages. Coal prices at Australia's Newcastle port, a benchmark for Japan, South Korea and Taiwan, jumped 3.9 percent to a record $93.35 a metric ton in the week ended Jan. 25, according to globalCOAL. European coal advanced to a two-week high. <p>
``It's difficult to see in the next 18 months to two years who would have the capacity to significantly increase supply,'' Graham Chapman, managing director at Richmond, U.K.-based consultant Energy Edge Ltd., said by telephone today.
