that Kansas: 1. sits on top of a number of natural gas deposits and 2. enjoys nearly constant winds suitable for use of those large turbines.  
Since it does not have significant coal reserves, wouldn't a move away from coal actually help create jobs for Kansans?  Hmmm, sounds like Sebelius' move killed a couple of birds with that stone!!  
My regret is that I moved across the line to Missouri before she was voted into office...
