are those 'cleaner' power generating methods also receiving general subsidies given to non-'cleaner' generation plants?  Such as subsidized price of tons o coal in China.

If so, no subsidy for 'cleaner' coal should be given if that is the case.

Getting rid of the subsidies for fossil fueled energy is the best first thing which can be done.  Arrange leverage there, then help them be cleaner...they will have plenty more incentive.
