Even if the season were to be closed until the fish populations recovered, laws mean nothing without enforcement.  Illegal fishing is now so prevalent that massive enforcement with navies is needed in order for these laws to have any meaning.  Unfortunately, the heads of state who control the militaries and who are nothing but lackeys for the rich, only use their militaries for acquisition of money and power, mainly oil.  If this doesn't change, there won't be much left in the sea very soon.
