				Yes, I think it is and perhaps sick evidence is that in some places, there is hand wringing over rain water collection. that is, people with water rights are complaining that upstream folks are channeling water from their roofs, for example, into cisterns. In their mind, the rain water is THEIRS, not part of the commons to be available for all people and all of nature.
