zip cars

I wish Houston had zip cars like around the medical center (thousands of employees) and the down town areas but hey...The mass transit to get you into those places so you could use a zip car when needed is lame-o.
But I like the thinking...I have proposed exchangeable charged battery packs that were universal for all electic cars and communally owned or leased from charging stations in a slightly more specific but similarly structured use plan.
A lot of civil airports have "airport cars" that are generally donated to fellow flyers to use when in town.. basic golden rules apply as to the treatment and return condition of the cars and I hear this works well all over the U.S.
