That it appears next to the feel-good phrase "serve nearby communities" here makes me nervous, because that's a lot of pleasantly distant verbiage all in one place. Could you - or anyone reading this - tell me the term's meaning, or direct me to, say, an article where Mr. Philpott establishes its meaning? I'd really appreciate it. I gotta know what exactly we're trying so hard not to squash with all these regulations.
