				<p>In a couple of your articles, Mr. Philpott, you use the phrase "small food operation." That seems like an umbrella term, or at least quite abstracted away from the substance of what you mean. That it appears next to the feel-good phrase "serve nearby communities" here makes me nervous, because that's a lot of pleasantly distant verbiage all in one place. Could you - or anyone reading this - tell me the term's meaning, or direct me to, say, an article where Mr. Philpott establishes its meaning? I'd really appreciate it. I gotta know what exactly we're trying so hard not to squash with all these regulations.</p>
