    With recent government studies indicating that organic agriculture maintains a higher balance of carbon in the ground as soil organic matter than even no-till farming, does he think it would be possible to establish some sort of carbon credit program for maintaining a certain level of soil organic matter in soil or for showing steady increases, year on year? The Conservation Security Program somewhat rewarded increased soil organic matter, but the metrics weren't satisfying to the scientific community and it wasn't tied into an overall climate strategy.
