Just a clarification: while fossil-fueled power plants need the CO2 allowances, anyone can participate in the RGGI auction of allowances. This provides the opportunity for brokers to resell for profit, for others to purchase and retire, etc. Ultimately, as you note, the cost is borne by customers.
