I find this quote not only unprofessional but offensive.
i have watched various debates with rogers in it. He gets his head handed to him in one case by another ceo in the industry.
i have been around quite a few ceos, i truly find it hard to believe that he is effective.

i did a paper for my Energy and Society class at UNC Asheville on this topic.
My conclusion; it is absolutely possible, it can absolutely happen, and DoD supports this.
Cost of lift is an issue, and one other but despite this NASA studies show it could deliever at $.04 per kH.

You are correct in your analysis... you have pointed out some of the weaknesses in the S2191, W/L bill.
However, i believe NRDC has an analysis of the other POTUS candidates which deals with this matter.
In my opinion, this will play out throught Bush's demise, and then get resurrected with one of the biggest Democratic Party turnouts in history, and turned over to Democratic Congress and President closing these loopholes.
My recent analysis of Carbon Tax, which i prefer to call Carbon penalty are better policy alternatives, more more quickly toward to a oolution
