Plug in hybrids are the lowest cost option for now. With economies of scale (ie, all that r&d being done), newer, bigger batteries will be developed, and we will end up off the gasoline/biofuel tit altogether.
That will leave EVs and hydro. And BTW: both the EV and hydro powered auto market require a re-tooling of the fuel infrastructure.
Right now, neither the vaunted Tesla not Honda's entre into the hydrogen market are up to snuff. The Tesla costs $150K and up; hydrogen is a half mill, but the company leases.
All conspiracy theories aside, it will come down to cost. California is hedging its bets and backing both. If the feds had done their job in the last 8 years, California would be a thorn in their side, spurring them further and faster because California has specifics that need to dealt with, but since the feds are so far behind... California is doing the best it can to create a new dynamic.

He received the majority of votes, but was defeated by a small margin in a single state because of the electoral college. That makes him electable, just not elected according to the Supreme Court.

California applies for an exception waiver, and if it's granted, the other states have the option of adopting the federal standard, or the higher California standard. The first step is that the federal government has to do adopt a standard. Bush claimed he couldn't. The states, led by California, sued. The Supreme Court told Bush's EPA they could. Then, Bush's EPA turned around and denied the exception waiver (first time) and California entered into another lawsuit. New administration: they're following the steps. Finding that GHGs are dangerous first, addressing the non decision made by Bush's EPA. Then there's the California waiver, and the 13 states who have said they want to adopt it. They constitute about 1/2 of the auto makers market. Yeah, a resident of one of those states can go over the border and buy a car, but it's 1/2 of the auto makers market. From what I understand, the California Air Resources Board has been negotiating with the feds to make the transition smooth. I'm glad people are paying attention, but other people have been talking about it for years.
Ethanol and biodiesel are at best transitional fuels, and we need to track the entire fuel cycle to determine if a fuel is green. He's been counseling neutrality.
And BTW: during the campaign to draft Gore, Gore's office released a statement that he thought Hillary was running a good campaign, and he didn't think he needed to run.
Now, if I were going to act the same way a Obama supporter does, I would claim that meant Gore endorsed Hillary.

For my money, I'm choosing the candidate who has talked about addressing climate change as the next space race, and who has made her campaign carbon neutral.
I preferred Edwards on the environment, but Hillary was second. Obama, well, the Grist should know, he didn't bother to show up at the only forum (er, debate) where climate change was a major subject, since they sponsored it. Guess it's not a priority for him.
As for being closer than I like to nuclear and coal, well, he is. Way too close. One of Illinois's nuclear power providers was a major, and I mean major contributor.
