Doesn't surprise me at all
At the Grist forum held early last year in Los Angeles, and ALL candidates were invited.
Hillary, Edwards and Kucinich.
They were the only ones who took it seriously enough.
So, when my time came around, I voted Hillary.

Then check Hillary. We also have a 100 year, and a 95 year. She has more years, and several with lower scores but she still gets a lifetime score of 90.
Not "by far" by any means. Limited number of years, and not enough to make that kind of judgment by.

but they're still getting the main issue wrong.
It's not a states' rights issue. It's an issue as to whether the California's unique exception as written into law should be honored, or the Bush admin should federal law be allowed to ignore it, regardless of what the EPA's staff and legal counsel advised.
I won't get my hopes up that Arnold's message to the GOP, that they are out of touch with the very real issue of climate change, got through.

Just FYI on imported coal power
California imports 20% of its power. 80% is generated in state, and the largest portion of that is generated by natural gas facilities.
15% of that 80% is coal generation plants on the border, controlled by California power companies and therefore considered in state production.
So, a portion of the electricity generated is coal in state control, and a portion is out of state control.

One thing California has
that is being ignored is a built in electric generation conservation policy. It started in the '70s, was loosened a bit in the past 30 years, but has never gone away.
One of the prime reasons California generates less greenhouse gases is that the state, public and industry tend to save energy. And there is a consciousness on behalf of everyone to continue that, and improve it.
