  • Corrupt State polluting the World

    China polluting the world?

    No, it is the evil Chinese Communist Party that is controlling 90% of the factories and power plants in China!

    The EVIL dictatorship is certainly replacing the U.K. and the U.S. in terms of producing cheap products. Unlike the U.K. and the U.S.however, this EVIL regime's labor protection laws and air pollution control are as bad as those of the U.S. and the U.K. a century ago!

    The production level is higher than those of the advanced nations 40 years ago by more than 600%, whereas the backward regulatory system in China allows the EVIL communists to freely pollute so that the production of each unit of output results in 300% more pollutant than that of other industrialized countries.

    Simple calculation suggests that the world is 18 times worse than 40 years ago in terms of environmental pollution each year! Our environment is decaying at an exponential rate as pollutants accumulate over time!

    The fast spreading of diseases is a result of:

  • Coal mines in China more deadly than coal!

    180 miners recently died in China working in some unsafe coal mines run by some Chinese Communist Party members. The communist owners of the mine knew there was a flood and yet they forced Chinese miners to go into the dangerous mine. All of the miners were eventually drown to death.

    Who would like to have zero control in a market economy?

    1. Big corporations (monopolies and colluding oligopolies) who can control supply and price.

    2. American Medical Association who can control the number of medical doctors and hence the pricing in the medical industry.

    3. Drug companies who want to keep their patents forever so they make more monopoly rent.

    4. Japanese whale killers who want to kill as many whales as they wish.

    Who want to have no control on carbon emission?

    1. Big corporations engaging in heavy industries and heavy energy consuming industries.

    2. Evil developing countries who only care about their GDP figures.

    What kind of control?

    Either quotas or taxes (domestic tax + tariff). The latter is obviously preferred to the former. How much should be charged? Depending on a well "PLANNED" acceptable level of global carbon emission!

    Every legislation enacted by any civilized society is a result of some "PLAN"! Without any "PLAN" the society will be chaotic.

    Can there be a market for "crime"? Do we need to have some "PLAN" to reduce the crime rate? Or we let the free market determine its level? Yeah, a 15 year-old doesn't have any plan and ends up as a criminal! The unfortunate laissez-faire equilibrium of the "crime market" leads to a Maffia society!

  • All economists agree a control on externalities

    10/10 economists will agree that externalities, public good, and other forms of market imperfection should be controlled by the government. However, carbon dioxide emission is a little more complicated than domestic pollution. It is more like open sea fishing. Imposing domestic quota restrictions in general will not be useful.

    Moreover, carbon dioxide is not only a consumption problem but also a production problem. Consumers will create carbon dioxide by driving cars and by using more electricity. Producers will create carbon dioxide by using low quality fuel and inefficient power generating facilities. Different countries have different consumers' needs. Different countries have different energy policies and standards for production.

    Something like Kyoto is necessary for controlling carbon dioxide emission globally. But the current Kyoto is junk; a much improved version is needed.

    The "per capita" carbon emission proposal by the Chinese Communist Party make no sense because consumers' "demand" for carbon emission in China is just relatively very low. A "GDP" based carbon emission takes account of both consumers' demand and producers' demand for carbon emission and is, therefore, a more accurate measure. The new version should take account of each country's GDP growth allowing developing countries to emit more carbon dioxide over time.

    Without a new Kyoto, domestic carbon dioxide emission control is meaningless. The reason, as I have mentioned long ago, is that capital is almost perfectly mobile. Without an international agreement and without imposing control on development countries, producers in developed countries will only shift their production to developing countries. Since developing countries are less energy efficient, such a shit will only increase carbon emission with no real gain, except for an increase in labor productivity in these countries.

    Unfortunately, for developing countries, capital investment is both a blessing and a curse. In addition to having more carbon dioxide, there will also be more sulfur dioxide, nitrogen dioxide, ozone, and carbon monoxide that tend to affect mainly the local environment. In term of air pollution and carbon emission, such capital movement is certainly not Pareto optimal because all consumers in the world will lose whereas producers do not really care.

  • Adding a fan to a room with A/C

    How many of you are doing this? Add a fan to a room with A/C. Turn on the fan; turn down the A/C level. As long as you keep the room temperature at around 25-26 C, the room will be really really cool!

    Also, start reducing the size of a window. Replacing thin glass windows with wooden walls will reduce heat and cold.

    Go to public libraries during summer time. Open your fridge less frequently. Grow more trees around your house. Replace your grass by home-grown vegetables. Replace your light bulbs by light tubes.

    About the PC thingie, how many of you have noticed that MS windows is the most energy inefficient OS in the world? It is booting with lots of unnecessary drivers and stuff. That keeps the harddisk running forever which consumes a lot of energy. Stop using any screen saver too cause it runs the harddisk at the background. Use blank instead! I believe buying more ram will help too cause if you don't have enough ram, the OS will start using the harddisk more often which is obviously more energy consuming!

  • Per polluter or per capita CO2 emission

    Perhaps it is true that the U.S. is creating CO2 pollution more than 3 times that of China on the so-called "per capita" basis.

    But how about per "polluter" basis? Less than 5% of the Mainland Chinese population is creating a significant amount of CO2 that is comparable to that of an average Americans.

    To be conservative, suppose 50 million Chinese are producing the world #1 amount of CO2. Compared to the 250 million Americans who are producing significant amount of CO2, on average, an average Chinese polluter is producing more than 5 times more CO2 than an average American polluter.

    What is the solution to this horrible situation?

    1. Stop globalization. Globalization means production is not only shifted from energy efficient countries to energy inefficient countries, but also from more ethical and regulated developed countries to more corrupt and unregulated countries.

    2. Impose CO2 taxes (tariffs) on products imported from highly energy inefficient and unethical countries.

    3. Impose quotas on dirty imports unless the product of origin can show proofs of CO2 reduction and guaranteed energy efficiency. This allows "ethical" developing countries to produce and restrict the pollution created by "unethical" developing countries.

    4. Establish (CO2/exports) ratio figures for each exporting country. Sanction those countries that produce an excessive amount of CO2/export. This makes sure ethical developing countries will continue to grow whereas unethical developing countries will not be able harm our world any more.

  • Tax U.S. industries so that China can pollute more

    But to secure labor and corporate support, the measure also places a limit on the price industry would have to pay for such permits. And to win the endorsement of Alaska's two Republican senators, the bill contains billions of dollars in new money to help their state cope with the effects of climate change on roads, bridges and coastal areas.

    When U.S. industries are taxed, they will simply move to China. China being a pollution heaven will pollute even more. 100% U.S. industries moving to China will produce 200% more Carbon Dioxide! This is the TRUE "value added" by the Chinese Communist Party.

    Look they are not using the same kind of coal in China! The low quality coal used by Chinese power plants are not as efficient. It not only produces more by-products such as SO2, NO2, O3, and CO, but also more CO2. You need to burn more dirty coal to produce the same level of energy! BTW, what kind of machines are used by the communist-run power plants in China?

  • Country-base Kyoto is JUNK!

    10 years ago China was still considered an extremely poor country; therefore, under the Kyoto agreement, it is allowed to be exempted from any restrictions.

    Now what? China becomes the #1 polluter in carbon emission. Currently China does not agree with the Kyoto any more. It keeps creating global warming pointing the finger at the western world, claiming that per capita carbon emission, not carbon emission should be used as an indicator.

    Guess what? The majority of Chinese are still rural farmers who do not pollute at all. The major polluters in China are state-run power plants, illegal power plants, and evil businesses.

    Don't you guys see the problem? If you control the carbon emission in advanced countries, the polluting industries will move to developing countries that are very like to be corrupt dictatorships. Most of the citizens in these countries do not pollute. Dictators in these countries take advantage of per capita pollution quotas to pollute the world. Once you try to control countries like dictatorial China, dirty industries will move somewhere else, perhaps to Vietnam or even Sudan.

    Since evil dictatorships like Sudan do not care about their people or the environment and they most likely have some close evil links with China, Mainland Chinese communists will rebuild their evil factories in Sudan and pollute the world as usual.

    Now you want to control Sudan... and what is next? In the next 50-100 years, carbon emission will rise in double digits every year. We will be in ICE AGE by then!

    Perhaps the so-called "natural scientists" should take some courses in Economics to understand what "capital mobility" means!

  • Carbon or Desert?

    Beijing is known as a city of sandstorms. Why are there more and more sandstorms?

    As the Chinese Communist Party invaded Mongolia after the WWII, millions of Mainland Chinese immigrants rushed into Mongolia to colonize the Mongolian land. The result is deforestation and creation of  new farmland.

    Yep, trees are gone now. Top soil is gone with the disappearance of trees. The reason? Well, grass does not have deep roots like trees; therefore, grass cannot hold soil as effectively as trees. Not only top soil, it is moisture that is kept by trees. Without trees, humidity will fall. With no moisture and no top soil, there comes the extension of the desert!

    Ask a Beijingnese where the sandstorm comes from! They don't any clue. But I will thank the Chinese Communist Party for it!

    Cut all the trees and you will end up with more deserts!

    Who cares about carbon emission when the earth turns into a gigantic desert that we, human beings, can no longer reside in!

  • Trusting simulation models? Talk to the weatherman

    Simple simulation models can be used to estimate carbon dioxide emission by plants? Is it a joke???

    Talking about carbon dioxide emission by plants in a static way is misleading! Isn't it obvious that the entire ecological dynamic system cannot be simulated using simple models. Go check with the weathermen and see what kind of lousy predictions they obtain using simulations. They can't even forecast the weather a week from today. And yet some biologists are coming out to tell people they can predict the effect of tree planting on green-house gas emission 5-10 years from today?

    We are talking about an entire endogenous dynamic ecosystem with not only plants but also animals affected by exogenous environmental factors such as wind speed, humidity, temperature, type of soil, etc, pal!

    The simple solution is carbon tax. Tax the polluters and subsidize environmental friendly technologies. Stop messing around with the ecosystem!

    Let's not blame the central government in China? So, you blame all Chinese for that? As I have said, 95% of Chinese in China are not responsible for any significant pollution in China. So, you blame the 5% of Chinese?

    Do you know the electricity consumption level of the 5% of Chinese you are blaming? It can't even compare to New York City alone!

    You ask a farmer to be conscious about air pollution? Come on. What for? So, whose consciousness are you talking about? Chinese   consumers? They are not significant either.

    As I have said repeatly, the culprits are:

    (1) The Chinese Communist party members (70.8 million of them as of 2005; I am sure some of them are driving polluting nice car enjoying A/C everyday)

  • Switching Focus

    The Chinese Communist Party has been very tactical in changing the foci of serious problems.

    When they are the worst in terms of hardcore toxic air pollution, injuring the health of all Chinese and all neighbouring countries, they start talking more about carbon dioxide (especially the Kyoto), which is nothing more than a non-toxic greenhouse gas.

    When they are the worst in emitting carbon dioxide, they start to talk about the population in China, knowing that 95+% of Chinese do not own air conditioners and hence do not produce any significant carbon dioxide at all.

    When the West starts to impose pollution tax, they argue the oppose. Let the West pay for them, the polluter, to stop polluting!

    Folks, by the way, there are many ways to reduce air pollution in China. It is corruption, collusions with evil business, lack of education, and the good old "free-rider" effect that have progressively increased air pollution in China and the world.

    Air pollutants toxic and non-toxic can be filtered. It is a matter of cost. Why should all consumers subsidize big corporations such as Walmart who purposely chooses the most polluting country to produce at the lowest cost to earn the highest profit, which eventually leads to intolerable pollution in the world?

    Two solutions:

    1. Tax evil Walmart for choosing the most polluting country to make its products.

    2. Tax the evil Chinese Communist Party who purposely do not or dysfunctionally fails to  control air pollution.

    By the way, it is not the U.S. against China; it is evil businesses and the evil Chinese Communist Party against all consumers (i.e., you and me) in the world!

  • Food Problem vs. Fuel Problem

    Have anyone here heard of the blue ear disease?

    It is a disease for pigs. Recently, many pigs in China died of the so-called blue ear disease. So, the Chinese Communist Party has just stopped all the plans for enthanol production cause they now need the corn for feeding pigs so that the price of pork will not skyrocket.

    This is complicated by the other problem, namely, many farmers in China would rather grow apples and other kinds of cash crops than to grow cheap food items such as corn and rice.

    Yeah, ethanol is a renewable fuel. But so what? The world has an X amount of land and the food problem will only become more serious in the future.

    Until some crazy scientists figure out some good ways to increase the productivity per acre of land, using scarce land to produce fuel for rich kids to drive their new-generation ethanol-driven Ferrari will only make more and more poor kids die in hunger!

    I have emailed the organization that you have suggested. However, I believe the organization is somehow funded by money related to the SAR government. I will dig into this.

    The reason I am saying this is, the Civic Exchange has join-forced with the University of Science and Technology (UST) to produce a report, saying that Hong Kong is responsible for over 50% of its own pollution.

    What is ridiculous about the report is that instead of using some scientific approach, the professor (Dr. Alexis Lau) from the UST counted the number of days that Hong Kong is a major polluter on its own. The problem is, the wind blows from the south (the sea) in the summer so there there are about 200 days of clear sky in Hong Kong. This is already 66.7% of the number of days that China will not affect Hong Kong!

    Some people are good at playing games with the "ignorant" public (in Hong Kong only 18% of high school students can earn a university degree!). I am afraid the Chinese Communist Party is trying to play exactly the same propaganda game that it has been playing in China for more than 50 years!

  • A Revenue-neutral Carbon Tax is Efficient

    Impose taxes on polluting commodities (cars, heavy appliances, products requiring a lot of energy to produce, etc) and at the same time reduce taxes on non-polluting commodities (bed sheets, food items). This not only controls carbon dioxide emission, but also makes sure that consumers do not pay additional tax money as a whole.

    (Perhaps the Federal government can collect the pollution tax and redistribute the tax money to different states so that the sales tax rates in each state can be reduced! Or each state changes their sales tax system so that polluting products are charged higher sales tax rates whereas non-polluting products are charged lower sales tax rates.)

    This is the idea of the so-called "revenue-neutrality" in economics!

    Oftentimes the tax incidence falls on both the consumers and producers. The result is, consumers of polluting commodities will be paying higher taxes, but consumers of non-polluting commodities will be paying lower taxes. Producers of polluting commodities will be paying higher taxes if they do not attempt to invent new technologies to fight pollution. This gives them some incentives to improve to become "non-polluting" producers.

  • Not Greenhouse Gas but Hardcore Toxic Pollutants

    Whereas you guys are still talking about greenhouse gas emission, here in Hong Kong I am fighting hardcore air pollution (nitrogen dioxide, sulfur dioxide, carbon monoxide, and ozone) from Guangdong!

    The Special Administrative Region (SAR) government in Hong Kong has been blaming the two power generating companies for creating the smog in Hong Kong. However, it has been documented that the level of nitrogen dioxide produced as a result of power generation has been decreasing since 1997 as most of the factories have headed north.

    Unfortunately, most environmental groups in Hong Kong seem to buy the government's explanation and give no pressure to the SAR government to take some real action to bargain with the Guangdong government. (You can imagine how badly the people in Mainland China are informed about air pollution in China!)

    I have been fighting this battle alone in Hong Kong for two years now. I have created a (Chinese) website in Hong Kong discussing  the extremely high correlation between wind direct and occurrence of smog. (www.freehk.org)

    The air quality in Hong Kong is the worst in winter because of the northeasterly wind blown from China. It is especially horrible when the wind blows from the northwest (I believe it is from Fushan, an area for heavy industries).

    My worry now is, from my subjective observation in the past two years, some powerplants in Guangdong try to reduce their pollutant emission levels in day time and raise their emssion levels at night time so that no one can see the smog!

  • Stop equating China and Chinese Communist Party

    Andrew is right. Oftentimes the central government says one thing; a local government does something else! In fact, there is something known as the "prince gang" and "Shanghainese gang" in China. They represent different gangs (monetary interest groups) within the Chinese Communist Party.

    Local governments only care about their economic growth rates. There are several reasons. First, they are rewarded based on the local GDP growth. Second, at the provincial level, most government heads are from without these provinces. They do not care about the long-term development or environment of these provinces (say the governer of the Guangdong province cannot speak Cantonese, a local dialect of Guangdong). The Chinese  Communist Party purposely does that to avoid a province to become too independent (the same system applies to the armies). Third, local governments have no incentives (no rewards) to reduce air pollution or other kinds of pollution. Fourth, local governments are very corrupt. They receive bribe money from evil factories. It is also common that local party members own their own evil factories.

    The central government is not much better. Look at the CEO's of the power companies. They are the sons or daughters of old powerful party members (say the daughter of Li Peng, the muderers of student protestors on June 4, 1989, is the CEO of China Power). The so-called "legal powerplants" are also out of control. They actually have the "rights" to escape from any punishment from violating  the regulations. In other words, they are the "legal violators".

    Sounds like a Maffia state, right? No, it's worse than that cause these Maffias are not dealing drugs; they are polluting the environment "legally".

    Stop talking about "China" polluting the world cause common Chinese are not polluters. They are the victims of pollution in China, just like you and me! It is the communist dictators and unethical factories that are the culprits. The question is how to stop these evil parties from using "China being a developing country" as an excuse to increase the level of pollution to victimize Chinese and non-Chinese!

    Saying that people trying to "paint China as the bad guy" only shows one's misunderstanding about China. Yesterday, someone on another thread correctly pointed out that the name "China" being used by many people was a dictatorship. But I am going one step further. China is not only a dictatorship. It is an oligopolistic dictatorship that either runs or colludes with unethical businesses.

    Please do some research on the topic of "coal mine explosion in China." You see exactly the same picture! In 2005, the central government announced that it would close down 7000 illegal mines in China to stop coal miners from dying as a result of mine explosions. Guess what! Most of the illegal mines have always been KNOWN to be illegal by local government officials. The reason why these mines exist is either because they bribe local government officials or because they are run by local government officials.

    Do some research on "Shanxi Child Slaves". The same problem. The gangs that abducted children from Henan and sold them to Shanxi were run by either the Communist Party officials or by some local gangs that paid bribe money to local officials.  

    As a joke, I would suggest if you don't tax the "unethical parties in China" (who do not represent "China"), you can nuke the Chinese Communist Party.   • Do Some Serious Research Before Writing on It!

    I am not going to read through the article because just point #1 is based on some subjective argument! A quick scan through the article confirms this!

    In China, more 90% of the population are living in the rural area. Less than 0.1 billion people are living in cities. Amongst these city dwellers, less than half of them own air conditioners. And Yet China has managed to become the most polluted country in toxic gases, such as nitrogen dioxide, sulfur dioxide, carbon monoxide, and ozone many years ago!

    An European environmental group just confirmed yesterday that China has become the #1 emitter in carbon dioxide since 2006.

    Now, the question is, who in China is producing all the evil pollutants to pollute planet earth? Definitely not common people in China.

    The main sources of air pollution in China are illegal power plants and sub-standard industries. These power plants often collude with local officials of the Chinese Communist Party by bribing them. Some of them are even owned by the Chinese Communist Party members.

    Yeah, you can blame international corporations for  buying "polluting" products from China knowing that they will eventually pollute the world. However, the Chinese Communist Party should also be sanctioned!

    The ONLY solution:

    Impose "pollution tax" on some products made in China! No consumer is willing to save that kind of dirty money just because they want to buy some dirt cheap Chinese commodities! Eventually, all consumers, from advanced nations or from developing nations, will suffer if no action is taken.

    Who will benefit from air pollution? Evil businesses and dictators in developing nations!
