    Nope, not true. Unfortunately, the EPA capping option is removed in the Energy and Commerce bill. The EPA is specifically prohibited from regulating stationary sources of greenhouse gas emissions. Lots of groups are trying to take that out, but the odds aren't good right now that this will happen. The coal industry and their hired negotiators like Rick Boucher insisted that they wouldn't vote for the bill out of committee unless EPA was neutered.
