A huge issue behind ethanol is that it's another (probably even more inefficient, polluting, and ecologically damaging) way to FUEL CARS. If most trips in this country are short ones--in town, to the store/work/school, etc., why do the supposedly popular options all have to do with cars? Bicycles aren't for everyone, but numerous bike and aftermarket equipment manufacturers are developing products that make them viable commuting and even cargo-hauling options--especially for short trips. And many people have old bikes in their garages/basements, etc., that are probably fine for use.
