Interesting reading...
Since you're discussing language and concepts: two concepts from Econ 101 that summarize most of what I see contributing to the environmental degredation, including climate change:
- underinvestment in the public good by for-profit organizations.
- externalization of costs shifted towards taxpayers (or perhaps not dealt with yet) and away from an individual business (ie, pollution, waste, health care in some cases, many aspects of oil including supply wars, carbon emissions is now nearly considered another)
I try to convey these conepts to those I can because they describe why and how the degredation occurs at the most conceptual level. Once an individual can see that the costs are being shifted onto them from an institution that makes record profits they begin to see the changes that need to be made.

if the committee is going to offset emissions...
Why not just jack up the price of tickets? They're already ridiculously high (and hard to get). A few bucks to green the average flight via ticket price would never be noticed when compared to hotel rooms and travel. But, yeah, WHO do you trust to offset millions of flights? The standards cover an entire fleet of vehicles averaged together, not a specific vehicle. You'll be pleased to know that the Camaro, Corvette, Challenger, Viper, and Mustang are not directly affected. two other reasons
- Gas tax is regressive. It affects those at the bottom significantly more than those in the middle or at the top.
- Gas tax is unpopular. Anyone who paints environmentalists as wanting to implement a gas tax as a primary tool knows that it would be an extremly bad PR move for the green movement.

After doing for awhile, one realizes that some of the main obstacles to environmental stewardship (as well as logic in many cases) are due to heavily lobbied-for policies written by and for various industries.
