  Yes. And Waxman-Markey also grandfathers in its very own fleet of coal plants, repeating the mistake of the CAA. That too needs fixing.

  Wake-Up Call

  This report is the energy side of the climate coin, and comes to the same conclusion: we've got 10 years to act. With the IPCC synthesis report coming out end of next week, it bookends our energy-climate predicament. Is there leadership that can put the two reports together and lead us out of business as usual? So far, doesn't look like it.

  Back in July 2006, then-UK-PM Tony Blair traveled to California, and there inked an agreement with Schwarzenegger to cooperate on global warming. It was a telling moment that saw the signing of an agreement between the head of a national government and the head of a US state government. "California will not wait for our federal government to take strong action on global warming," the governor said at the time. ICAP looks like another step.
