electric vs hybrid
Yes -- My understanding was that most hybrids like the Prius have two separate drivetrains: 1 electric and 1 gasoline, while the volt will have an electric drivetrain plus a gas generator (much like a locomotive).

Gas Tax will work when...
...it is dedicated to tangible, extant alternatives to driving, i.e., a quality, robust mass transit system. People support taxes when there is a proven and direct benefit.
