A day off for sex is great, but the underlying issue (as mentioned in previous comments) isn't about having more sex or more children -- Russia should be improving conditions for women and families, not providing prizes for each baby.

reproductive health angle
As a reproductive health advocate, I found this movie extremely interesting for reasons other than environmental. A lot of the discussion around population issues gets stuck in the extremes: "the population explosion will destroy the environment, suck resources dry, and derail development" or "the birth rate is dropping and pretty soon economies will crash, senior citizens will be penniless, and human life will perish!" What's really intriguing about this movie is that it incorporates both of those extremes - people destroy the environment, which then (perhaps) causes infertility... thus threatening human existence. In reality, the anti-choice movement are the ones preaching doom and gloom... but sometimes the picture they paint resembles the one in this movie - one in which there are no more children.
From a purely film-as-entertainment point of view, I love Children of Men. I think the characters were interesting, full of good and bad - in fact, Theo is not a very likable guy, yet I still felt myself really pulling for him... hoping he'd make it. The plot is interesting and unpredictable. The cinematography is breathtaking! That seven-minute long single-shot sequence amidst explosions? Incredible. And it wasn't a typical Hollywood wrap-up ending. Nicely done.
