Excellent summary to a rapidly changing political landscape. The climate legislation debate is like playing "whack a mole". Never certain what is going to emerge next, given all the special interests. One thing is ceratin...that the United States is falling behind in clean energy technology developmnent and there needs to be an effective balance of GHG control-focused legislation, public-private incentives, and performance based measures that incentive-izes rather than penalizes.
