People, people, people, it will come down as it almost always does ... to cost. California is working on "densifying" its cities to combat urban sprawl, but automobiles are seen as integral in the new future.
Plug in hybrids are the lowest cost option for now. With economies of scale (ie, all that r&d being done), newer, bigger batteries will be developed, and we will end up off the gasoline/biofuel tit altogether.
That will leave EVs and hydro. And BTW: both the EV and hydro powered auto market require a re-tooling of the fuel infrastructure.
Right now, neither the vaunted Tesla not Honda's entre into the hydrogen market are up to snuff. The Tesla costs $150K and up; hydrogen is a half mill, but the company leases.
All conspiracy theories aside, it will come down to cost. California is hedging its bets and backing both. If the feds had done their job in the last 8 years, California would be a thorn in their side, spurring them further and faster because California has specifics that need to dealt with, but since the feds are so far behind... California is doing the best it can to create a new dynamic.

Jabailo, what is this endless fascination you guys have with Al Gore?
Gore is saying his personal efforts aren't enough... but all the sudden you're in favor of letting him handle it all.

Jabailo, Gore was electable. He received the majority of votes, but was defeated by a small margin in a single state because of the electoral college. That makes him electable, just not elected according to the Supreme Court.
As for why we pay no attention to the token efforts of GW Bush? Because he did his absolute best to defeat any true effect those token efforts had. Witness the endless round of soap opera drama he played with the California waiver request, and the fact that the same Supreme Court who decided his electoral fate had to tell him it was his job to actually do something about climate change.
It took the man 6 years to mention that it was a problem. 6 valuable years.
