Foraging on the highway
Believe it or not, it is possible to eat Cal-Trans favorite median-cover, commonly known as iceplant (Carpobrotus edulis). It makes great pickles! It's an invasive plant in SoCal, and Preserve Calavera made pickles as an "Eat the Invasives" fundraiser a couple years back. They were delicious....

Catch that water

Water wasteage
Dear "Matter not created or destroyed",
You are correct that water is not created or destroyed, but CLEAN water can be destroyed. It costs a lot of money to clean water, and to transport it to dry ares.In San Diego, any water that is discharged to a sewer ends up in the Pacific Ocean after only primary treatment. Orange County has started a water recycling program, and San Diego will eventually, even though the local major newspaper tried to kill support for it. It does damage habitat
It's not correct to say that, once the lines are up, there is no more impact. There will be miles of access roads built to the lines in currently road-free areas. These roads will encourage the spread of invasive plants, and facillitate increased off-road use and damage.
