I think it's a good thing that companies are talking local. Many companies start with marketing and their products and services follow. Isn't it good that they're taking a step in the right direction?
I also think it's down to us as consumers to look at the company and what they're saying to make our own opinion of whether they are local or not.

Have you had practical experience in the effectiveness of solar panels? How does their actual output compare to their predicted output averaged over a few years? And how about their reliability and maintenance costs?

You say "A carbon tax is woefully inadequate and incomplete as a climate strategy". In my experience that is not true. I live in Sweden and since the two oil crises in the 1970s the government introduced steadily increasing fossil fuel taxes. Today, Sweden is well on the road to becoming fossil fuel free. The EU cap and trade scheme has helped, but it was the fossil fuel taxes that made it happen as they were simple and effective.
They also helped enable great developments like the 100% locally renewable energy system in The Western Harbour, Malmo.

I hope Obama does put a large effort into the redeveloping the cities of America. It creates more money than it costs, improves peoples lives and is good for the environment. Two great examples to demonstrate this are Malmo, Sweden and Curitiba, Brazil.
