  Bush or ? EPA......

  The Bush EPA doesn't care if they must 'protect' the environment now. The costs will be borne by the next (democratic?) administration. So the historical legacy of the Bush administration will look like it was 'efficient', while the next administration (democratic?) will be strapped with the costs & will look 'inefficient'.
