    Good article but a couple of statements are inaccurate.  They are:  "The first review begins September 15, 2009 when the PSC will open a case on the tariffs contained in the legislation" and "Open a regulatory examination of the tariffs by September 15, 2009 and new rates set in January, 2010."

    The law actually requires the Public Service Board in Vermont to open and COMPLETE a workshop proceeding by 9/15/09 to determine whether the rates in the law constitute a "reasonable approximation" of the rates that would be reached applying the law's pricing criteria and if not set interim prices that do constitute such an approximation.  Then the standard offer would go into effect on 9/30/09 either with the prices in the law or the interim prices set by the PSB in that proceeding. Next, by 1/15/10 the PSB would complete a fully analysis using the pricing criteria in the law and set new prices that would be reviewed at least every two years after.
