Yes, I think it is and perhaps sick evidence is that in some places, there is hand wringing over rain water collection. that is, people with water rights are complaining that upstream folks are channeling water from their roofs, for example, into cisterns. Thanks so much for updating with the La Parota cancellation - or suspension as the authorities are trying to spin it. Great news.
