SOU Energy speechBush proposes 20% reduction in gasoline use in 10 years, or 20 in 10 -- if the speed limit were made 55, we'd have 20 in 1. Start there, and then raise the speed limit as fleet mpg warrants -- that would keep the heat on Detroit, and all other car manufacturers too.

    happy dance

35 billion gallons of renewable and alternative fuels in 2017 ... will include sources such as corn ethanol, cellulosic ethanol, biodiesel, methanol, butanol, hydrogen, and alternative fuels -- Result: Massive increase in coal consumption, environmental degradation from mining, and CO2 emissions!
Scientists, farmers, entrepreneurs, and industry leaders will continue to lead the world in developing and investing in cutting-edge technology, infrastructure, and farming methods -- Result: Negligible support for government R&D!
Size-based CAFE standards -- Result: SUVs get off easy!
Congress Should Not Legislate A Particular Numeric Fuel Economy Standard -- Result: Forget what we said about increasing CAFE standards 4 percent per year! Bait and switch rules!
$2 Billion In Loans For Cellulosic Ethanol Plants -- Result: Vinod Khosla does the happy dance!
Gulf Of Mexico Energy Security Act To Increase Domestic Oil And Gas Production By Allowing Access To Key Portions Of America's Outer Continental Shelf -- Result: More gasoline used. Increase, reduce, whatever. It's All Good!
The President has set a target of cutting our greenhouse gas intensity by 18 percent through the year 2012 -- Result: Greenhouse gas emissions continue to increase! Greenwashing rules!
Lower Carbon, Clean Coal Technologies, Clean Air Interstate And Clean Air Mercury Rules, Clear Skies, New Source Review -- Result: More lip service, more pollution, worse environment!

    Clarifying

We need to get busy putting pressure on two fronts, members of Congress, and just as important, the media.
It must be made clear that this plan is like the many plans to liberate Iraq, all smoke and mirrors, and no answer to the problems.
There is a good chance, given the presidents low popularity in the polls, that a concerted push can kill this quickly.  Once it is DOA, the discussion can turn to real measures.
This is the big surge that isn't!

OMGIt is worse than expended. Talk about "alternative fuels" means lots of coal-to-liquids.
    It says also,
Congress Should Not Legislate A Particular Numeric Fuel Economy Standard. The Secretary of Transportation should be given the authority to set the fuel standard, based on cost/benefit analysis, using sound science, and without impacting safety.
Sounds to me like a recipe for maintaining the status quo, especially for light trucks and SUVs. And I assume that the criterion for "without impacting safety" is "without impacting safety to the occupants of the vehicle in question." That is to say, we'll conveniently ignore how dangerous a vehicle is to pedestrians or to occupants of any car involved with it a collision. Otherwise, huge, high-riding, heavy, square monsters, like the H2, would never have been certified for operation on city streets. For more on the narrow criterion of "safety" used in the USA, see Keith Bradsher's "High and Mighty -- SUVs: The World's Most Dangerous Vehicles and How They Got That Way".

Sounds LIke CARB Are Under ReachingAt Monday's California Air Resesources Board meeting on AB 32 they have targeted only a 10% reduction in CO2 emissions.  Sounds like Bush is doing them better.  I suspect the CARB has in it usual approach set low standard for the transportation sector.  If Bush is calling for 10% reduction how can the CARB only ask for 10%?
