Montreal in a nutshell 1

Good quote:
"You are watching 163 nations do an elaborate dance to try to make progress when the United States is sitting in the middle of the road trying to obstruct," said Alden Meyer, a representative of the Union of Concerned Scientists, a group that has long criticized the Bush administration's climate approach.

"It's getting to be like Charlie Brown with Lucy holding that football," he said. "Every time, at the last minute, the U.S. pulls it away."

Bush and the USit's really quite an interesting situation -- there are certainly plenty of situations where the "party" that rules a country clearly does not represent its population, but the civil-society dynamics of the US are rather unusual. The parties which other countries might usefully deal with are not an opposition party (hah!), but a dispersed group of local and regional politicians.
It creates both an interesting practical problem, and an interesting theoretical situation for those so inclined.
