    My waffle meter is banging hard again' its top pinBeware of fuzzy words like "incentive": usually that means big subsidies to producers. Clearly Mr. Romney is frightened of consumer backlash against any taxes that would internalize externalities.
    Leadership means being able to explain to the polity why short-term pain can result in long-term gain; and it means showing a willingness to take tough political decisions. I see precious little of those qualities on evidence in this interview.
