It's a data mine. Anyone who visits goes on a watch list. It's a fake folks, just as ELF itself is a fake. To discredit environmentalists and find people gullible and crazy enough to join or form groups that informants can control.
The "man" then orders the informants to incite the group up to the brink of violence, dissappear, and then the government has a high profile case that makes the whole environmental movement look crazy.
This is your government in action.

It's certainly easy enough for someone to spray paint the letters "ELF" after torching a house.
The willing accomplices in the anti-environment cabal jumping up and down pointing fingers following Woodinville don't ever have to retract their speculation if it turns out to be false later on. They just have to sow the seeds of mistrust.
