Energy efficiency? Use of waste heat to generate power? What?
CNN dropping the ball on that, I'm afraid.

In terms of regulatory reform to free up electricty markets to investors in efficiency. And in terms of a massive policy of government facilities going to cogeneration and ground source heating/cooling. That's a big green infrastructure project from local government all the way up to military bases.
It's a lot of cost, energy, and GHG saving government investment. And it would create a lot of good jobs and bring the cost of these systems down through competition and mass production.
