U.N. official expects no climate treaty at Copenhagen 2

Yvo de Boer. Yvo de Boer. Photo courtesy World Economic Forum via Flickr LONDON—U.N. climate talks in Copenhagen in December are unlikely to produce a new global treaty on cutting emissions but should establish the political framework, the top U.N. climate official said Tuesday.

Yvo de Boer told the Financial Times newspaper that world leaders did not have enough time to agree on a legally binding treaty ahead of the crunch summit.

“A fully fledged new international treaty under the convention—I do not think that is going to happen,” said De Boer, referring to the United Nations Framework Convention on Climate Change (UNFCCC).  “If you look at the limited amount of time remaining to Copenhagen, that’s clear.”

The high-stakes summit, being held in the Danish capital from Dec. 7-18, will see nations attempt to hammer out a new global climate treaty to replace the Kyoto Protocol, which expires in 2012.

De Boer told the Financial Times, “We have to focus on what can realistically be done and how that can realistically be framed.”  That means reaching an “overarching decision at Copenhagen that sets out individual targets for industrialized countries, that decides how major developing countries intended to engage [in curbing emissions by] 2020, and hopefully that puts that in the context of a long-term goal”, he said.

World powers should also set a deadline by which time these pledges could be negotiated to a treaty, he said.

    Are we about to see another colossal failure by a single generation of leaders who have ravaged Earth's ecology as well as recklessly devoured and relentlessly hoarded a lion's share of Earth resources? I suppose my not-so-great generation of elders has decided to dump the global challenges for which we are largely responsible into the laps of the children?

    COPENHAGEN OR JUST ANOTHER KYOTO?
    Some Government Leaders and Administrations have great timing and are just able to make announcements, perform ribbon cuttings, give congratulations, and accept credit for how well their constituents are enjoying life. Some are able to pass on the difficult decisions to the next people without any political harm to their own legacy.

    This was done aptly at the Kyoto Protocol with everyone agreeing that SOMEONE had to DO something. In fact, 164 Governments agreed, signed, and ratified the commitments to make the difficult changes in their own countries to solve the problem of global warming for all of us who call this planet home.

    Now a decade has passed and since very little was actually done, we are again faced with one of the most critical decisions of our time. Do we attempt the “Ostrich Shuffle” again and keep our heads in the sand or do WE together, finally honor our duties and commitments and take the necessary steps to reduce and eventually eliminate the need for fossil fuel use.

    It is much different now in that we have the necessary technology to accomplish eliminating the future need to depend solely on fossil fuel. It is here and improving on a daily basis. It requires long term thinking, political will, and financial commitments. Above all, it requires those who step to the front, look, act, sound, and behave like leaders because they will be.

    Our Company will certainly do our part and we have structured ourselves to make a significant impact on a major portion of the Bio-Fuel industry. We will work together and make new discoveries to speed the process. Our discoveries will be much more effective at solving the problem than throwing billions of dollars at enticing people to trade junk cars for new ones utilizing tax payer money. It even sounds like a “Clunker Idea”.
